Short answer: PSLF can cancel the remaining balance on eligible federal Direct Loans after 120 qualifying monthly payments while you work full time for a qualifying employer, such as a government agency or a qualifying nonprofit. Final PSLF regulations took effect July 1, 2026, so check current employer and plan rules on StudentAid.gov.

The core requirements

  1. Direct Loans. Other federal loans may need to be consolidated into a Direct Consolidation Loan to count, so check before acting.
  2. A qualifying repayment plan. Not every plan counts. Review 2026 repayment plans and confirm on StudentAid.gov.
  3. Qualifying employment. Generally full-time work for a government organization (federal, state, local or tribal), a 501(c)(3) nonprofit, or certain other qualifying public-service organizations.
  4. 120 qualifying payments. That equals ten years of payments, though they do not need to be consecutive.

What the 2026 rules mean

The Department of Education published final PSLF regulations effective July 1, 2026. They affect how employer eligibility is evaluated. Because rules and court challenges can change outcomes, use the official employer search tool and the PSLF Help Tool rather than relying on old articles.

How to track and apply

  • Submit the employment certification form each year or when you change jobs. The PSLF Help Tool guides this.
  • Keep your own records of payments and employer certifications.
  • After 120 qualifying payments, submit the PSLF application. Approval is determined by the program, not by estimates.

Hypothetical example: A county health worker with Direct Loans on a qualifying plan certifies employment each year. After 120 qualifying payments, they apply. If a year of payments were on a non-qualifying plan, those months might not count, which is why checking early matters.

Teachers and other public service workers

A teacher at a public school may qualify, while one at some private institutions may not. Some teachers can also look at Teacher Loan Forgiveness. Compare options in student loan forgiveness eligibility.

Common mistakes

  • Assuming all employers or all plans qualify.
  • Not certifying employment until years later.
  • Consolidating without checking how payment counts are treated.
  • Trusting paid "PSLF help" offers. Check scam warning signs. For an overview, see our repayment assistance guide.

Rules change. This guide was reviewed on October 21, 2026 against official sources. Federal student-loan programs, deadlines and court-driven changes can shift quickly, so confirm current details at StudentAid.gov before you act.
